In a letter to members of the Security Council this week, Russia’s ambassador alleged that the Nuclear Research Institute of the National Academy of Sciences in Ukraine’s Kyiv and Vostochny Mining and Processing Plant had been charged with the development of “dirty bombs” by President Zelensky.
