United Nations. The United Nations General Assembly (UNGA) on Monday approved a resolution calling on Russia to be held accountable, including paying reparations, for violating international law by invading Ukraine. In the 193-member body for the proposal, 94 votes were in favor and 14 were against it. Whereas, 73 members remained absent. Since Russia’s attack on Ukraine on February 24, five resolutions related to Ukraine have been put forward in the United Nations General Assembly.
The resolution marks the need to establish an ‘international mechanism for damage, loss or injury’ caused by Russia’s ‘wrongful acts’ against Ukraine. It recommends that the member states of the General Assembly, in cooperation with Ukraine, create an ‘international register’ to document claims and information on damage, loss or injury caused to Ukraine. Russia’s veto power in the 15-member UN Security Council has prevented the most powerful body from taking any action.
However, there is no veto in the General Assembly, which has previously adopted four resolutions criticizing Russia’s invasion. Unlike Security Council resolutions, General Assembly resolutions are not legally binding, but they reflect world opinion. Please tell that the Russian army has evacuated the city of Kherson in Ukraine.
At the same time, the President of Ukraine, Zelensky, has called this decision of the Russian soldiers a sign of the end of the war. This strategically important city was occupied by the Russian army for about eight months. Russia gave up its strong hold in this big city. When Russia invaded Ukraine on February 24, Kherson was one of the first places to be captured.
