According to ANI, Turkey plans to attack the US and India, along with influencing the views of Muslims in Southeast Asia, to generate public opinion. Also helped Pakistan set up a cyber-army to reduce criticism made against Pakistani rulers. According to the report of Nordic Monitor, the then Prime Minister Imran Khan talked about this plan during a meeting with Turkish Interior Minister Suleiman Soylu in 2018.

According to the report, this secret plan was hidden under a bilateral agreement on cooperation against cybercrime. In fact it was to reduce the perceived influence of the US, India and other foreign powers. The proposal to set up such a unit was first mooted on December 17, 2018, during a private conversation between Turkish Interior Minister Suleiman Soylu and his host, the then Minister of State for Interior Shaharyar Khan Afridi. The Nordic Monitor reported that the matter was discussed at a senior level and kept confidential with most employees of Islamabad’s Interior Ministry.

Soylu spoke publicly about this secret agreement for the first time on October 13, 2022, during a TV interview in Kahramanmaras. He did not name any country, but it was clear from the signs that he was actually talking about Pakistan. When he mentioned a country that is on a direct flight of five or six hours from Turkey, it became clear that this country was Pakistan.
