Moscow, Russia has introduced a new bill in the lower house of its parliament to stop gay and LGBT propaganda in its country. Russia’s Duma committee on Monday recommended passing the second part of a bill imposing major fines for promoting non-traditional sexual relations and pedophilia, according to a report in Russian news agency Tass. The bill calls for a fine of up to four million rubles ($65,800) for anti-LGBT propaganda among adults and up to five million rubles ($82,200) for such cases of propaganda among children.
Will also apply to foreign citizens
The fine for promoting pedophilia will be up to ten million rubles ($164,500). In some cases, the activities of legal entities may be suspended for 90 days and foreign citizens subject to administrative arrest for 15 days or deportation from the country. Meanwhile, the committee suggested that the State Duma reject amendments introducing administrative penalties for the promotion of non-traditional sexual relations in computer games.
Furthermore, the committee recommended that the State Duma reject any amendments criminalizing the promotion of non-traditional sexual relations and pedophilia. In these amendments, repeated media and internet propaganda has been punished with a jail term of up to three years, while pedophilia propaganda in the media has been punished with a punishment of up to five years.
In October, the State Duma passed the first part of bills banning the promotion of non-traditional sexual relations and pedophilia in Russia, and introducing administrative penalties for violators. The concerned committees are now preparing the documents for the second part.
The second part of the bill on administrative penalties for LGBT propaganda among children proposes a maximum fine of up to five million rubles and up to four million rubles for propaganda among adults. Those guilty of promoting pedophilia can face a fine of up to ten million roubles.
